Answer:  The addition of a portable ramp is acceptable for loading/unloading an unoccupied wheelchair/scooter only.  The incline is too steep for safe loading and unloading while the conveyance is occupied.  Also, a portable ramp is not permanently attached to the vehicle and could allow the ramp to fall with possibilities of injury.
