On Feb. 28, state Sen. Eddie Melton, D-Merrillville, told the board that Republicans were watching spending in the district carefully because of its estimated debts of $103 million, including $30 million owed to the state. Melton is co-sponsoring a bailout bill for the district that provides a state-paid emergency manager and chief financial officer. It passed the Senate and is under consideration in the House. "From now until end of the year, I urge the board not to make any additional financial commitments that don't deal with day-to-day academics," Melton told the board Feb. 28 when he helped secure an emergency loan to make the March 3 payroll. Board president Rosie Washington said the board made drastic cuts and sacrifices, but there were some positions where she sees a dire need.

Washington asked the board to use its federal Title 1 funds to hire former spokeswoman Charmella Greer, who was laid off last year. "I have done my research, and I've been told it's a doable thing. We need some positive information sent out to people in this city," Washington said. "We don't get it from our newspapers or radio station. I have been told it's OK for this position. We need some positive spins." Other board members disagreed. Nellie Moore and Darling Pleasant voted against the hiring. "We are in the home stretch in trying to get assistance from the state ... I think we should defer action on hiring Ms. Greer until the General Assembly is done," said Moore. In a statement received Wednesday evening, Melton said, "The legislators that represent Gary are continuing to work hard to ensure the State of Indiana works with the Gary Community School Corp. to address their current financial crisis. With that being said, the state is paying close attention to the financial commitments the district is engaged in as they continue to struggle to make payroll and other necessary budget items."

Board member James Piggee, who supported the move, said Greer's contract would come from federal funding, not the school district's budget. No contract amount was mentioned in the motion, but Superintendent Cheryl Pruitt sought Greer's hiring last month at $45,000 for one year. The hiring was pulled off the Feb. 28 agenda. Washington said Greer has continued to volunteer her services after her layoff. "She has quietly been there when needed," Washington said. Board member Carlos Tolliver and Pruitt missed Tuesday's meeting. Pruitt filed a restraining order against Tolliver last month, accusing him of verbal threats and stalking.
