Stretch the jute taut to the opposite side of the seat. Set the padded or blunt end of a webbing tool against the side of the frame and hook the taut webbing over the sharp end of the tool to hold it in place tightly. Staple the jute to the opposite side of the chair and trim the excess. Add additional rows of webbing, leaving 1/2 inch between each length, until you reach the other side of the frame. Staple a length of jute perpendicular to the initial horizontal rows of jute webbing.

Attach additional rows of jute side by side, weaving them into the horizontal rows. Tighten, staple and trim each row of webbing when you reach the opposite side of the seat frame. Trace the seat frame onto a piece of burlap. Cut the burlap 1 inch larger on all sides than the frame. Lay the burlap over the top of the frame and fold the edges under the frame. Staple the burlap to the underside of the frame, pulling it taut as you staple. Cut a foam pad to the same dimensions as the seat frame, or use the old pad if it's still in good condition.

Trim the excess fabric. Trace the frame shape onto a piece of heavy upholstery fabric. Add 1 inch plus the height of the cushion pad to each side of the fabric, and then cut it out. Lay the fabric over the seat, wrapping the raw edges to the underside of the frame. Fold under the raw edges and staple the fabric in place, pulling it taut as you work around the frame. Set the reupholstered seat on top of the chair. Reattach it using the same method originally used to hold it in place.
